Preheat the oven to 350 degrees and grease a baking dish with nonstick cooking spray.
Brown the ground beef in a large skillet with the onion, bell peppers, and garlic.
When the meat is cooked through, stir in the rice, Italian seasoning, tomato sauce and half the cheese. Simmer for 5 minutes to allow flavors to combine.
Spread the mixture in a baking dish and top with shredded cheese.
Bake for 30 minutes, until the sauce is bubbly and the cheese on top is melted.
