Remove the giblets and any packets from the turkey cavity. Wash and pat the turkey breast dry with paper towels.
Place sprigs of rosemary, and thyme into the cavity of the turkey.
Slice one end of lemon off and place in Turkey Cavity.
In a small bowl, mix together butter, salt and pepper. Rub the butter mixture over the outside of the turkey.
Set turkey breast, cavity side up on trivet in inner pot. Combine remaining ingredients in inner pot of the Instant Pot around the turkey breast.
Close the instant pot lid and turn pressure valve to seal.
Cook on manual high pressure for 6 minutes PER POUND. For a 7 pound turkey that would be 42 minutes.
Allow for a natural pressure release.
Once it is safe to open the Instant Pot , carefully open lid away from your face.
Remove the turkey by lifting the Instant Pot trivet.
Once Turkey is cool enough to handle, slice and place on serving platter.
