Preheat the oven to 375 degrees and line a baking sheet with parchment paper.
In medium bowl, whisk together the flour, baking soda, baking powder, and salt. Set aside.
In a separate large bowl, beat together the butter, brown sugar, white sugar, and peanut butter until smooth and creamy.
Add the egg and vanilla and beat until combined. Next add in the dry ingredients and mix until blended.
Use a tablespoon or cookie scoop to scoop out balls of dough. Shape dough into 1-inch balls. Roll each ball in sugar and place it on the baking sheet, spacing the cookies around 2 inches apart.
Bake for 8 to 10 minutes, until the edges are golden brown.
Remove from oven and immediately press a chocolate kiss into the top of the cookie.
Allow to cool on the pan for five minutes, then transfer to a wire cooling rack to cool completely.
